The Commission on Elections is poised to do a non-binding pilot test through the Internet for Filipino absentee voters in Singapore, ABS-CBN News reported Wednesday.

A mock election with 14,000-15,000 registered voters will test the effectivity of the Internet voting system from July 20-August 8. The mock polls will have names of Philippine national heroes as candidates.

“We will show that Internet voting is completely secure, less costly, user friendly and accurate,” said COMELEC Commissioner Florentino Tuason Jr.

Tuason is in charge of the overseas absentee voting and implementation of the Internet voting.

The poll body has a budget of P23.5 million for the project. The Barcelona, Spain-based SCYTL, a subsidiary of computer giant Hewlett-Packard, was chosen by the COMELEC to implement the project.

Five other interested companies responded to the COMELEC’s request for information in implementing the project.

For the mock polls, registered Filipino absentee voters in Singapore will use a Web page to log in with a Personal Identification Number (PIN) provided by the poll body.

The voters can either choose a candidate by clicking the “SELECT” button or choose “BLANK” if they do not wish to vote.

After the process, a receipt will be given to them as proof that they cast their virtual ballot.

Meanwhile, Tuason said that the COMELEC will award two laptop computers to those who could successfully hack the system.

If the project is successful, Tuason said Internet voting can be implemented starting in the 2010 elections.
